Conceptualization of the Phenomenon of Parliamentary in the Context of Political Transformations

Abstract
In the article, the authors attempt to conceptualize the phenomenon of parliamentary based on classical and the latest scientific and theoretical developments and political practices in the formation of a parliamentary form of government in the context of political transformation processes. From the point of view of comparative methodology in the study of the works of domestic and foreign researchers, the main directions of the development of the concept of parliamentary in the conditions of theoretical and applied reality are highlighted. The content of the study suggests an analytical understanding of the innovative hypotheses of the content and essence of parliamentary in the view of various scientific schools and from the point of view of neo-institutional methodology. From the standpoint of the phenomenological approach, the main stages are analyzed, and the author's idea of the evolutionary stages of the development of the phenomenon of parliamentary is given. The authors specify the main factors characteristic of the evolutionary process of the development of this phenomenon. A conceptual understanding of parliamentary allows us to identify several interrelated aspects of the process of its modeling in science and political practice. It is concluded that the process of conceptualizing parliamentary is incomplete and is determined by emerging relevant political and historical factors. The results of the study are relevant and in demand in the context of the search for adequate models of parliamentary for transforming political systems and regimes.
