The Implementation of Analytical Functions in the Field of Domestic Policy in the Executive Authorities of the Regions of the Siberian Federal District

Abstract
The purpose of the work is to identify the specifics of the implementation of analytical functions by professional units in the domestic political blocks of regional governments on the example of the subjects of the Russian Federation that are part of the Siberian Federal District. Research objectives: 1) to analyze the regulatory framework governing the activities of the executive authorities of the regions in the field of domestic policy; 2) to study the specifics of the organization of structural divisions of these executive authorities performing analytical functions; 3) to analyze the implementation of these functions in the subjects of the Russian Federation. The author comes to the conclusion that despite following the basic principles of the organization of expert and analytical activities, structurally and functionally it is built differently in different regions. The specifics of the implementation of analytical functions among specialized departments in the domestic political blocs of regional governments of the subjects of the Russian Federation that are part of the Siberian Federal District are most pronounced in the Irkutsk region. The region is the only one where expert management is separately allocated in the office of the highest official. Among the regions of the Siberian Federal District, where specialized executive authorities have been established, the Ministry of Domestic Policy of the Omsk Region differs to a greater extent in the implementation of analytical functions.
