Article is devoted to the analysis of variables of development of large and medium business at the Baikal region. The analysis concerned the example of history of development and formation of the state oil and gas business in the Irkutsk region and its relations with social and economic problems of this region. Opposition of different economical branches is ana¬lyzed. Authors analyze the close relationship of interests of the financial-industrial groups and political forces lobbying their interests.
