Irkutsk in the Processes of International Cooperation in 2012: Analysis of the Twin-City Policy Pursued by the Local Government

Abstract
Based on the review of factual material the article reveals that twin-city relations impose certain restrictions on the international cooperation, while they're aimed to form particular background for further economic interests to be pursued. International cooperation at the local level has indirect influence on politics: it ensures international confidence and improves reputation of the region.
