Abstract
The innovative development of high-tech enterprises is of great importance for the national economy, as it demonstrates the competitiveness of domestic products at the international level, as well as creates the preconditions for the sustainable development of related industries and has a mul- tiplier effect on various sectors of the economy. Therefore, the development of approaches to managing the innovative activity of high-tech enterprises in the current conditions of innovative and economic turbulence accompanied by sanctions pressure is a priority task. The purpose of this study is to develop approaches to managing innovative activity in accordance with the trends of global development. The methodological basis of the study is represented by the provisions of the theory of systems, integration, and the concept of mutually beneficial partnership. The methods of systematization and structural analysis were used. The article focuses on the development of inter-organizational partnerships, in which innovative processes will become more active in accordance with the specialization of the subjects on the conditions of network interaction with subsequent cost optimization. The result of the work was the substantiation of the effectiveness of managing innovation activity in the format of an “open system”, characteristic of the leaders of the international market, on the conditions of a “soft” form of integration.
