Sociological Approach to Determining the Role of the State in the Modernization of the IT Sector: Regional Aspect

Abstract
The role of the state in modernizing the IT sector from the standpoint of a sociological approach is being considered. According to the results of a comprehensive sociological study, key the accumulation of personnel potential and the development of educational programs, as well as support for startups and innovative companies. The main results of the study are confirmed by correlation with a secondary analysis of sociological research data, data from the analysis of regional statistics and documentary sources. It is justified that there is a need to identify innovative aspects of the development of educational programs and the accumulation of human resources as ways to develop and modernize the IT sector. It was concluded that the state acts as a decisive link in the development of the digital economy in Russia
