The purpose of the study is to analyze the state policy of the Russian Federation in the field of higher education to involve students in research work. Basic principles and directions of the state policy in the field of higher education have been considered, the documents and measures promoting active participation of students in research activities have been studied. The article discusses the state policy of the Russian Federation in the sphere of higher education with regard to implementation of the 2012 May decrees of the President. The authors examined the process of fulfilling the decrees of the President in terms of monitoring efficiency of activities of higher education institutions, raising the level of financial support to students, raising competitiveness of leading Russian universities among world research and educational centers. The plan of the action of the Ministry of Science and Higher Education of the Russian Federation for the period of 2019–2024 has been studied in terms of the challenges for higher education. The problems of organizing research activity of students, which is considered as an important element of the process of modernization of higher education at stake, have been investigated. The activity of the Government of the Russian Federation to develop a system helping involve students in research work has been considered.
