Authors are substantiate using of territory planning principles for prepare strategy docu-ments for territory development and regional socio-economic policy. Contradictions be-tween schemas of localization of enterprises and contemporary system of settling have been showed in the article. On author’s opinion, traditional approach for strategy planning not permit to overcome these contradictions. Also, such approach gives possibilities for dissemination “points of grow”, but not zone with high potential of poverty and social ten-sion.
Authors proposes original methodic, which allow correlating territorial-settling system, including social objects, and placing of businesses in settlements. This methodic based on principles of decision-solution theory, particularly, on decision multicriteria choice margin-set of alternatives sum. Such approach allows examining development of territory on set-tlement-level. As a result, balance of economic development and settlement structure, which defined by this methodic, may be use for variant-planning of territory development.
