The article is concerned with public participation development in general education control in the case of Irkutsk region. Democratization of education through state and public control with the help of public institutions is dealt with. New forms of interaction among education governing bodies, non-governmental organizations and local government appeared along with traditional relations between government and public. Having analyzed facts the author came to the conclusion that this process has positive practical effect.
