Siberian Steppes Dumas: Historical Experience in Self-Administration within the Empire Government System

Abstract

The article considers in terms of comparative-historical aspect the special forms of native self-government – steppes dumas – of the Buryats, Khakasses, Yakuts, Evenks of Transbaikal prevailed in Siberia in 1822–1904. The general and particular features of their formation, structure, function as well as the causes of their elimination are revealed. The historical value of the steppes dumas in Siberia is shown.
