Legislative Policy in State Regulation of the Fur Trade in Terms of the Trade Statutes (2nd Half of the XIXth - the Beginning of the XXth Centuries)

Abstract

The article describes the structure and application of the Trade Statutes as a factor which determined legislative policy in state regulation of the fur trade with indigenous people of northeastern Siberia in the 2nd half of the XIXth - the early XXth centuries. The Trade Statutes' complicated structure, and abundance of articles impeded their application in the fur trade with indigenous population and led to the swapping, characterized by various difficulties. The Trade Statutes regulated mostly trade with large enterprises, merchants and sellers. The organisation of the fair commerce was considered in the Trade Statutes as well.
