The article dealth with methods for research on political rule and political government. Practical examples of the application of empiric and observation methods, data analysis, and construction of situation are considered by the example of 2013 election campaign in Zabaikalsky Krai. The viability of the analytical construction of situation in political management is confirmed by the obtained results. Moreover, the author considers legitimacy of the methods of state administration, aimed to achieve political goals by the elite group.
