Local Government in the Northern Regions of Eastern Siberia: Authority and the People

Abstract
The article is concerned with main characteristics of the system of «people and local self-government» relations in the northern regions of Eastern Siberia. Quality and quantity indicators of public interest in the process of formation of local authorities, proficiency and capacity of local governments and the political preferences of local residents are defined.
