Verkhneudinsk Public Bank in the Context of Autocracy Bank System Policy

Abstract
Though Verkhneudinsk was considered to be a big trade center, it took rather long to establish a public bank there and it did not operate long. Finance Department of Russian Empire pursued the policy of restriction of bank system development since many banks, including Verkhneudinsk one, could not guarantee reliability and their depositors were not insured against money losses.
