Abstract
The article examines the impact of large city-forming enterprises on the electoral processes in 2010 and 2012 at the municipal level. Besides, the author analyzes results of the reform of local government in Angarsk, one of the leading industrial centers of Irkutsk region, and Angarsk municipal entity. The author suggests problem-solving recommendations concerning «dual power».
