The 13th Dalai Lama in Mongolia and the Plans of Proclaiming Independence

Abstract

Travel of the 13th Dalai Lama to Outer Mongolia in 1904–1906 is discussed. The Qing imperial administration expressed discontent for the Dalai Lama's travel to Mongolia, being feared of strengthening his connections with Mongols and the 8th Bogd Gegeen, the head of the Mongolian church. In Ikh Khuree, the capital of Outer Mongolia, the Chinese organized surveillance on the Dalai Lama aimed at splitting between the two hierarchs. This situation created stable rumors on inhospitality, and on controversies between the two hierarchs. These problems were resolved by initiative of Mongolian lamas and nobles. Normal relations between the Dalai Lama and the Bogd Gegeen have remained they met several times. Data from Russian and Mongolian archives revealed intrigues around the Dalai Lama in Mongolia. The position of the 8th Bogd Gegeen was intricate because of directions from Beijing, strife with the Amban Deling, and the behavior of his entourage. The Dalai Lama was forced by the Qing amban to leave Ikh Khuree. He departed to the Erdene Daiching Wang M. Khanddorj khoshuu. Danzanjamts, the son of Khanddorj, later attended the Dalai Lama in his way to Beijing. Apparently, all these influenced Khanddorj, who became one of key figures in proclamation Mongolian independence. In 1904–1906, the Dalai Lama met influential lamas and princes from Outer and Inner Mongolia. He supported endeavor of the Mongols to independence. In addition, during his stay in Outer Mongolia, it was decided to separate from the Qing Empire and establish a separate state as an alliance of Mongolia and Tibet with the support of Russia. Apparently, this issue was discussed at secret meetings of the Dalai Lama with the Bogd Gegeen.
