The period of 2000s was significant for both the All-Russian and Irkutsk tennis, in particular. Sports achievements of the athletes from Priangarie demonstrated quality growth of tennis in the area. However, the organizational structure, staff and logistics of Irkutsk region remains significantly below other regions of Russia. It is required to do high-quality reconstruction, and to change approaches to the management of Irkutsk tennis, children’s and junior tennis in particular.

The article provides an overview and analysis of the professionalization of children's tennis. It examines issues, including legislative ones, that impede complex development of children’s tennis. The article concerns the process of retargeting of the main body of tennis, the Irkutsk region Tennis Federation. Moreover it considers the nature of relationship with the regional authorities. The author analyzes the internal contradictions in the activities of the regional federation. The article contains statistical data on the problems of Irkutsk tennis, and points out the ways and forms of its development.
