Abstract
The article analyzes the Soviet authorities policy for the reform of higher education in 1930-s. It reveals the refrom implementation and its results in Eastern Siberia and the Irkutsk region. It examines radical breaking the university structure, mechanisms and training process, as well as impetuous resumption to the pre-reform models. It points out the universities which were destroyed at first and then reestablished.
