The article analyses the problem of the adaptation of the business managers of the Angara-Yenisei region to the market conditions, the new political and social practices. The author estimates the results of privatization processes of the mid-1990s in relation to regional technocracy, its place and contribution to the political life of the post-Soviet society. There are some estimations of Soviet political and economic situation in the country in the mid-1990s by the famous business leaders.
