Abstract
In 1950-1960s in the USSR the program of construction of well-planned housing was carried out. However the priority of industrial construction over housing, undeveloped infrastructure, dearth of workmen and materials led to some inconsiderable improvement of dwellings. It was only electrification that became available due to modernization to all urban population at that period.
