State Youth Policy as a Mechanism for Preventing Extremism

Abstract
The article examines the preventive potential of state youth policy in countering youth extremism. The study moves beyond a focus on reactive, security-oriented measures to argue for a systematic, proactive approach that addresses the root causes of radicalization. These causes are categorized into political, economic, social, psychological, and digital-environmental factors. Based on a theoretical analysis of the interplay between youth policy and extremism prevention, the paper proposes a framework where effective policy acts through several key mechanisms: fostering civic identity, providing social mobility and self-realization opportunities, promoting inclusion for at-risk groups, enhancing digital and media literacy, and consolidating youth around constructive initiatives. An empirical review of Russian practices identifies four main clusters of activity: ideological education, opportunity infrastructure, digital safety, and targeted work with vulnerable groups. The analysis reveals persistent challenges such as formalism, uneven regional coverage, reactive strategies, and a shortage of trained specialists. The article concludes that the future effectiveness of prevention lies in transforming youth policy towards hyper-personalization, digital maturity, and proactivity, ensuring it serves as a long-term investment in human capital and national security.
