O. V. Mezhenina
Abstract
The article analyses dynamics of socio-demographic characteristics of chief executives in the subjects of the Russian Federation. It touches upon the following characteristics of chief executives like their age and gender, educational background, degrees, party affiliation, as well as their activities throughout life and at the time of accession to power. The methodology offered by the author of the article traces the socio-demographic characteristics of regional leaders. The author compares the statistics of 1995, 2000, 2005, 2010 and 2015. The article describes the channel and mechanism of recruiting regional political and administrative elite. Executive authorities are becoming an important channel for restructuring. Party affiliation plays a significant role in the selection of the regional elite. Three periods have been identified in the process of transformation in the composition of the heads of executive power in the constituent entities of the Russian Federation and three groups of regional leaders. The conclusion is that over the past 20 years the socio-demographic portrait of a regional leader has changed, mostly in educational and professional statuses, age, party affiliation. Modern Russian chief executives somewhat remind of regional political leaders of the Soviet Union. At the same time, the number of representatives of regional business in the list of Russian heads of constituent entities of the Russian Federation is increasing.
