State Policy of Spatial Development for Siberia: the Analysis of the Strategic Goals

Abstract

There is no quantitative analysis of the potential consequences of the implementation of strategic goals in the spatial development policy for the regions of the Siberian Federal District. Main goal of the Russian strategy of spatial development for the period until 2025 is to reduce the disparities between the regions, and there are three specific goals: development of growth centers, promising economic specializations and geostrategic territories. To assess the differences between the regions the author used the Rosstat’s population data and the results of the author’s delimitation of Russian digital urban metropolitan areas. The analysis of 10 regions has shown that the main goal does not correspond to the other three goals. Instead of reducing the disparities in the strategy, they are increased by choosing a limited number of growth centers to develop; uneven distribution of economic specializations between the regions and assigning the provincial territories a status of geostrategic territory being essentially vague. The author came to the conclusion that designating urban complexes, individual cities, mineral resource and agro-industrial centers as growth centers is going to forego 44 % of Siberian municipalities, with 20 % of the population living there development opportunities. This public policy of spatial development will eventually lead to making economically developed regions best positioned though having a relatively small territory and agglomeration (Altai, Kemerovo, Novosibirsk and Omsk Regions. Large areas with agglomeration centers (Krasnoyarsk, Irkutsk and Tomsk Regions) will have much less development prospects. Territories without agglomerations (Altai, Tuva and Khakasia Republics) will have no perspectives for spatial development.
