Public Science Policies: Regional Aspect (the Case of the Irkutsk Region)

Abstract

Events since the late 1990s have significantly undermined the foundations of Russian science. The protracted period of crisis that lasted until the early 2000s had a negative impact on the development of all scientific research, which in turn also affected the economic recovery of the country. Positive changes of the last ten years, namely, support of a number of courses of science development, financial investments, projects, etc., have given hope that this process will gain momentum, and lead to high performance. The article gives an overview of the present stage legal and regulatory framework in the field of science pointing at its institutional component. Special attention is paid to the analysis of the current status of science development in the Irkutsk region examined through an expert interview with the representatives of a scientific society. The Siberian branch of the Russian Academy of Sciences has its branch in Irkutsk with an extensive network of institutes. Scientific potential of the region also includes universities providing training on a variety of majors and carrying out scientific research of a broad scope, etc. The experts assessed the current status of science development in the Russian Federation and in the Irkutsk region, identified basic problems, and gave a number of recommendations concerning the development of science.
