Current Implementation of Youth Policy in European States

Abstract

The paper presents a comparative analysis of youth policy implementation in several European countries (Germany, Spain, France). The choice of the countries allowed for the analysis of a European model which share similarities with a Russian one and is also marked by diversity. The main differences of political systems of the states are reflected in the implementation of youth policy. The authors have considered models of implementation of youth policy in these states, the system of international youth collaboration and its perspectives. The analysis also resulted in proposals for improving the Russian model of youth policy implementation at currents stage. The authors have come to a conclusion about the necessity of a legal and regulatory framework to regulate youth policy and general issues related with the implementation of the policy both within the state and within the framework of international cooperation. It is also necessary to provide funding for projects on youth development at federal and regional level with a special eye to the specifics of Russian budgeting.
