Information Policy of Ukraine

Abstract

The information policy of the government is inextricably linked with its information security, which is a guarantee of protection of the information society. The paper aims at analyzing the information policy of Ukraine in 1991–2018. Particular attention has been paid to the problem of the US influence on the information policy of the Ukrainian state. The author proved that the national information policy of Ukraine was aimed at creating an artificial mono-ethnic nation by imposing the Ukrainian language and culture through the information policy. Due to the silence of the Ukrainian authorities in 1996–2004, the United States was able to get information control over the society by financing non-governmental organizations and the media, which enabled it to manipulate the political processes in the country. This was vividly shown during the so-called “Orange Revolution” in 2004 and Maidan in 2014. These events were American projects to prevent pro-Russian leaders from coming to power and to ensure that Ukraine didn’t turn towards the CIS, and later to the EEU, and eventually to make provision for the pro-Western leader to take over.
