State Policy on Providing Living Quarters to Orphans and Children Left without Parental Care in the Irkutsk Region

Abstract

Orphans and children left without parental care have a special status as a subject of political and managerial activity of government. Being one of the most vulnerable members of society having psychological trauma they can nevertheless become responsible and trustful actors of a society supported by appropriate state policy. The statistics proves that such people, having remained unaddressed from the society and the state, often become the victims of crimes or join the ranks of criminals. The authorities of the constituent entities of the Russian Federation are authorized to support them in their socialization. For a number of reasons however the state regional policy concerning orphans and children left without parental care does not achieve this goal. The similar situation is observed in the Irkutsk region as well. The analysis of the historical experience and the present condition of the government policy for issues of providing orphans and children left without parental care with living quarters brings out many problems. The problem of efficient policy directed to socialization of orphans has a long history. This policy was successfully realized neither in Soviet Union nor modern Russia.
