Abstract
The article considers the Irkutsk customs formation process from 1861. The problems of its functioning are considered, such as the Kiakhta town governor unauthorized interference in the affairs of the Irkutsk customs that was not subordinated to him. Likewise the conflict between the customs officials and the customs line Cossacks group which didn't carry out their obligations in the customs service.
