Abstract
The article is dedicated to the problem of citizens’ participation in local self-government. The issues of the territorial community self-government organization and its institutes quality and stability are raised. The issues of the territorial community self-government organization and function are pointed out: legitimacy, statistic calculation, organization problems, and problems of interaction with the power.
