Some Peculiarities of the Relationships between the Central and Regional Elites when Forming the Economic Policy in the 60–80s of the 20th Century (Case Study: Irkutsk Region)

Abstract

The article gives the analysis of some peculiarities of the relationships between the central and regional elites while forming the economic policy in Irkutsk region during the period of the 60–80 of the 20-th century. The paper presents the main negotiators, strategic planning and government. There are also main schemes and models of the relationships between these groups of elites shown in the article/ In the center of these relations there lay, first of all, the interests of the technocratic elite. In his research the author comes to the conclusion that the actual economic policy in the center and the regions was being formed by the cen-tral and regional technocratic elites. The Party Apparatus situated in the center and the regions played a part of an arbiter in the disputes between the Ministries. In that way the Apparatus controlled “ideologic purity” of the administrative staff and at the same time it took an active part in the staff rotation.
