The Russian Government assertion of Baikal Natural Territory boundaries and ecological zones in accordance with Federal low “On Protection of lake Baikal” requires a transition to a new environmental paradigm in Special Natural Protected Areas activity. This article attempts at a pathfinder towards model of the territorial nature conservation consolidation in the specified area for the first time. Suggested herewith is an institutional prospective consolidation model that rests the five conceptual pillars. It helps define both the state and ways of development of the entire system of Special Natural Protected Areas in transition period as well as stage wise institutional reforms in the territorial nature conservation.
