The article describes main trends in the form of e-democracy at regional and municipal levels in Russia. General understanding of the concept of «e-democracy» by the population of the Russian Federationis considered. A brief analysis of the relevance of e-democracy forms at regional and municipal levels is given. Special attention is paid to the current situation with the implementation of programs of the various e-democracy forms in the Irkutsk region, being one of the regions with the least positive dynamics in this area. In order to determine the level of compliance of the indicative criteria for the development of interactive interaction of population and authorities, and to identify promising areas for developing a network of public initiative the analysis of sites of regional and local authorities is carried out.
