Political changes in China stimulate the emergence of new social forces that manifest themselves in the development of voluntary civic associations. Despite the rapid development of NGOs in China, the legal framework is still under active review and revision. The legal framework and the rules of registration of public associations in the PRC including the provisions on the regulation of the activities of foreign and international non-governmental organizations are considered. Specific characteristics of Chinese legislation concerning NGOs are revealed.
