In this paper historical aspects of the formation of industrial business structures Siberia are studied. Main problems of permanent tension between authorities and owners of industrial business structures of different hierarchical level in the case of one of the leading industrial centers of the Irkutsk region – Angarsk are analyzed. The main purpose of this study is the analysis of the role of industrial business structures in Angarsk public and political life and Angarsk municipal structure (AMS) at various stages of their historical development.
