The last part of the study is concerned with a unique and highly sophisticated process of functioning of higher-education system in the USSR under conditions of national conflict and enemy’s occupation of a large part of the state. Documents and events connected with maintaining activity of higher education institutions are analyzed. Three levels of development of this process are considered. They are central (all-Soviet Union and republican), regional (the case of Irkutsk region), and object-related (the case of Irkutsk higher education institutions). Activity of higher-education teaching personnel at various stages of the war is considered. The following issues are identified: higher education institutions guidance, structural changes within higher education institutions, movement of higher education teaching personnel, problems of teachers’ work.

Special attention is paid to managing scientific research, adjusting it to defense needs, as well as to postgraduate study management, PhD thesis elaboration, scientific conference arrangement, and publishing work. Peculiarities of teachers’ public and social life as well as their financial and everyday problems are elicited. Teachers’ propaganda work is shown. Total score of higher education teaching staff activity in terms of turn-out is shown. Prizes awarded to higher education institutions and their staff for the efforts in the rear are told about.
