Abstract
The article considers the process of formation of the Institute of elections in the provincial Irkutsk in the XVIIIth century. Elections for mayor and the Deputy to the legislative Commission became the starting point for the development of the Institute of elections. The next stage of development were the elections to the Irkutsk city duma. The Duma was in provincial Irkutsk since 1787, according to the Letter presented to cities.
