The author reveals an essential component of the political conception of the founders of the Siberian regionalism – the problem of relation betweens the center and periphery. The article proves that an optimal model of harmonization of center-periphery relations was developed on the basis of the populist concept of federalism by the ideologists of Siberian regionalism, G. N. Potanin and N. M. Yadrintsev.
