Russian-Kazakh-Chinese Relations on Cross-Boundary Rivers

Abstract
The article examines the political relations among Russia, Kazakhstan and China on joint use of Ili and Irtysh cross-boundary rivers. The China’s policy on these rivers within the framework of the Silk Road Economic Belt strategy is analyzed. The interstate legal framework on cross-border cooperation among three countries is examined. Since the industrialization of the Xinjiang is a strategically important direction of the China's economic policy, finding a mutually acceptable solution to problems in cross-border waters should be a priority for further cooperation of the countries.
