Is There the “Sibnet” as a Segment of the Internet? Identification of Siberian Autonomous Systems Connectivity

Abstract
The author suggests allocating segments of the Internet on the basis of increased infrastructure, streaming and social connectivity of nodes (users). On an example of stream-oriented connectivity of autonomous systems of 15 Siberian regions the author shows that there is no Siberian segment of the Internet. Six regions in the center of Siberia make the core of the «Sibnet». Elements for further enhancing connectivity of Siberian autonomous systems are identified. They are three Internet hubs and four Internet exchange points.
