Migration Tendencies and Policy in the Novosibirsk Region

Abstract
Peculiarities of migration at the regional level in the case of the Novosibirsk region are considered. The analysis of domestic and international migration flows in 2005–2015 is made. Special attention is given to a number of problems, such as “brain drain”, rural depopulation and unequal substitution of indigenous population by migrants, diaspora pursuance of autonomy, formation of a new type of migrant ethno-economics. Main directions of migration policy being implemented in the region are analyzed they are regulation of foreign labor migration and implementation of the state program to assist voluntary resettlement to the Russian Federation of compatriots living abroad. In conclusion the ways to improve migration policy of the Novosibirsk region in accordance with the Concept of Migration Policy of the Russian Federation for the period up to 2025 are suggested.
