Abstract
It is a review on the book by A. N. Garashchenko devoted to life and work of two Irkutsk governors N. I. Treskin and I. B. Zeidler. The core of the monograph is the evolution of provincial control of Siberia in the first quarter of XIX century, relations between the two highest authorities: the Governor-General's and Governor's. The personality evaluation and the characteristics of the personalities of the governors are of special interest since contemporaries and historians covered them unilaterally and without much elaboration. Finally, the portraits of the two governors of Irkutsk are presented amid the preparation and implementation of Siberian reforms of M. M. Speransky that played a significant role in the reorganization of state administration.
