Implementation of the State Policy on the Formation
of the Secondary Vocational Education System in the 1920s
in Irkutsk Province

The article analyzes the state policy of the RSFSR on the formation of a secondary vocational education system in the early years of Soviet power, as well as its implementation in the Irkutsk province. The content of the study involves the study of the process of creating the Soviet educational management apparatus across the state as a whole, as well as territorial authorities involved
in the formation and development of the vocational education system in Irkutsk province; analysis of
the state of vocational education in the region throughout the 1920s; characteristics of the main types
of vocational schools. Based on the analysis of archival materials, the main types of vocational educational institutions operating in the Irkutsk province in the 1920s are identified and characterized:
schools for teenage workers, factory apprenticeship schools, technical schools; the provisions on the
work of technical schools are considered; the connection between the emerging system of vocational
education is shown.
