Digital Diplomacy vs. Cyber Diplomacy: Issues of Terminology in Academic Literature

Abstract
The article examines the terminological issues in digital diplomacy. The author comes to the conclusion that the fragmentation observed in the academic discourse is complicated by several factors: the introduction of new terms, definitions, and the lack of connection between several periods of research. Due to the evolution of the subject field, some terms have gone out of general circulation, such as e-diplomacy and Tweetplomacy, although they can still be found in some regions. However, digital diplomacy, cyber diplomacy and digital public diplomacy have been proven to be the most stable terms with the greatest prospects for further study. The author comes to the conclusion about the need to develop periodisation, more precise definitions, and to incorporate new concepts into the framework of established terminology for the further development of the subject area. Based on the analysis of the terminology, the author comes to the conclusion that at the moment we can consider identifying three main directions within the study of digital diplomacy, namely, the introduction of new technologies in diplomatic practice (including the use of social networks), a new negotiation agenda, and a link between computational sciences and diplomacy.
