The Mongolian Dimension of Subnational Interaction of the Irkutsk Region: 2014–2024

Abstract
This paper examines the specifics of cooperation between the Irkutsk Region and Mongolia, using the approaches of neorealism, neofunctionalism and constructivism. Attention is paid to both the interstate level of Russia and Mongolia relations and the content of interaction at the regional and municipal levels. The study analyzes the relations in the political, administrative, economic and institutional spheres, as well as in the field of humanitarian contacts. It focuses on the symbolic heritage of Russia in Mongolia dating back to the imperial and Soviet periods that has been the focus of the federal authorities’s attention in recent years. Special attention is paid to subnational cooperation and factors that negatively impact the dynamics of contacts in the economic and investment fields. The dynamics of political and administrative cooperation between the Irkutsk region and Mongolia depend on the activity of interactions at the interstate level. The resource-based nature of the Irkutsk region’s economy influences the characteristics of international cooperation with Mongolia. Structural factors, such as inconsistent policies from federal and regional authorities, negatively impact the prospects for cooperation between Mongolia and Irkutsk region. Despite this, there are still prospects for further collaboration between Irkutsk and Mongolia.
